Lvling in Eclipse can be expensive. The first thing you will want to do is to make sure you have plenty of Lens/Elemental Potions and mana(for some races you will need XL mana if you're on +60% Skill Cooldown or on a macro ).

-Toas These are very helpful while lvling in Eclipse. With the new 100% and 200% toas you can easily make a couple levels within 2 hours when starting in Eclipse. Make sure you Join the BattleGround RaceVsRace fight to get extra buffs (including extra exp).

-Twinks/Buffers. Every twink in party gives you an extra 10% exp with the maximum being 4 twinks (40% extra exp).Use them as buffers as you'll need all the stats you can get. These mobs are elemental so ranger/zerk/swash buffs would be ideal.
 

-Gear. Old realm sets will get the job done but check AH for new elite parts as these can be a cheap and a better alternative. Main focus is to get as much HP/Resis/Elem Resis-Dmg / CD/ Defense as possible. 

You can also use CF top and True cap as they can give you an extra 27% exp.

Always grind on mobs at least 4 levels higher than you up to lv140 for better exp/gold.
